Using a slow shutter speed of 1/10 of a second, motion can be emphasized for dramatic effect. Because of daylight, 1/10 of a second is a long time for film to be exposed, so to keep proper exposure setting, a smaller aperture must be used. Using the camera's internal/normal metering for Fuji Velvia film (ISO 50), it turns out that the proper exposure for this shot required an aperture of f22. That has the added benefit of getting inifinite depth of field with this 28mm lens, which puts the end of the road in focus. Why is there more motion blur on the edges and not in the center? Because the further away things are, the less they "appear" to move relative to your position. Thus, the closer objects imprint more onto the film, giving the sense of motion.
