The "flow and momentum" always becomes an importannt element when shooting traffic at night. The exposure is almost always 30 seconds at f3.5 to 5.6, depending on ambient light. For this photo of the Golden Gate Bridge, I used my Canon 100-400m (@400mm) and shot a roll of film just after sunset. The blue ambient light in the sky provides a moody look, but the hard part was getting good, clean, traffic flow. There's no planning for it; it's just a matter of luck if you get it right.
